The Tromsø International Conference on Language Diversity will be one of the seven main events during <a href="http://www.xn--sprkret-gxab.no/" target="_blank">Språkåret 2013</a>, the Norwegian national Language Year 2013, which marks both the 200th anniversary of the Norwegian linguist and poet Ivar Aasen and the 100th anniversary of Det Norske Teatret (‘The Norwegian Theater’). <a href="http://www.xn--sprkret-gxab.no/" target="_blank">Språkåret 2013</a> aims to be a generous and inclusive celebration of language diversity.</div>

Language is the most important defining characteristic of human beings. Yet, language comes in a multitude of forms, and differences across languages and variation within them affect society and the lives of individuals in a number of ways. Why don't we all speak the same? Why do some societies manage well with several languages whereas others do not? Why are regional languages promoted in some areas and why are minority languages suppressed in others? How is cognitive development in children affected by growing up with two rather than just one language – or with two dialects rather than just one? Do language issues affect the health of a population? Does language diversity constitute a security challenge in certain circumstances? Is the ability to understand closely related linguistic varieties desirable, and if so, should it be promoted through political measures? </div>

The questions are numerous and the central purpose of the conference is to highlight them and bring together research and policy making in discussing the assets and challenges regarding language diversity. Thematically the conference will focus on three main areas: cognitive and developmental aspects of language diversity, its impact on society in general, and language technology. There will be a combination of parallel sessions/workshops, plenary talks and panel debates, and we envisage discussions on issues such as the economic and societal benefits of language diversity, language diversity in education, language diversity as cultural heritage, the future of language diversity in language technology, etc.</div>

Workshop proposals may be of two kinds:</div>

1. Thematic workshops with a series of at most six 30-minute paper presentations. One or two of the slots may be used for general discussion. Upon submission of the proposal, the workshop organizers should provide a description of the workshop and include a list of speakers with paper titles. The workshop should be open to all participants at the conference, and the time slots must follow the time slots for the general sessions. The proposal should be no more than two A4 pages in length.</div>

2. General discussion/panel sessions lasting one and a half hours. Proposals for such short workshops should include a description of the topic and a list of at least four participants and their area of expertise relevant to the topic. The proposed session must be open to all conference participants. The proposal should be no more than one A4 page in length. </div>

For both kinds of workshops, prospective organizers are strongly urged to get in touch with the conference organizers in due time before the submission deadline in order to get feedback on the feasibility of the proposal. Proposals that include participation from both research and politics/public administration are most welcome. </div>

<a href="http://www.umu.se/sok/personalkatalog/visa-person?uid=olko0001&guise=employee164580">Olavi Korhonen</a>, professor emeritus in Saami languages and culture at Umeå University, Sweden, started the day by explaining the etymology of the place name Arjeplog, and it's Saami roots. He also told us that we are literally on Ume Saami grounds, at Hornavan hotel, since the traditional isogloss between two Saami varieties in the area, Ume Saami and Arjeplog Saami (Pite Saami), was drawn at lake Hornavan.<br />
<br />
On the isoglosses between different Saami varieties, Korhonen stressed that there is not <i>one</i> more important Saami isogloss that actually coincides with <i>any</i> administrative border.<br />
<br />
Korhonen also discussed how it is possible to use place names and geographic marks to establish where borders between different Saami areas have been in past times. When place names indicate a linguistic border, an isogloss, you may go looking for geographic proof in the nature, for instance mounds of stones, often built in pyramid shape to show that they were made by a human hand.<br />
<br />
We also heard about Saami crafts, for instance the tradition of making good strong ropes from the roots of pine trees, and learned about different Saami spelling systems and how orthography does not always correspond to the actual local pronunciation. In some instances it is more important to have a more strict correspondence than in others.<br />

<a href="https://castl.uit.no/index.php/people/previous-castl-people/userprofile/174">Joshua Wilbur</a> continued by speaking about how Swedish has affected the Saami language in the area. Some examples: In the lexicon there are of course many words for recent innovations that Pite Saami has borrowed, like words for computer or car, but also grammatical words like the adverb <i>kan</i> (corresponding to Swedish <i>kanske</i> 'maybe') have been borrowed.<br />
<br />
Also when it comes to prosody Wilbur reports Swedish influence. In recent loan words the prosodic template of initial stress in the Pite Saami language may be abandoned. There are also instances of utterance final devoicing in Saami corresponding to the sound pattern in the Swedish Arjeplog dialect. On a morphosyntactic level Wilbur has noticed that Pite Saami possessive suffixes have essentially disappeared, while possessive pronouns are almost exclusively used to express possession within an NP (just as in North Germanic), and that the dual/plural distinction in verb-subject agreement is diminishing. Also, the question particle in polar questions in Pite Saami is very uncommon, and may have given way to, among other things, verb initial Swedish style polar questions.<br />
<br />
After lunch, <a href="http://site.uit.no/pite/forskere-2/ann-charlott-sjaggo/">Ann-Charlotte Sjaggo</a> presented on the subject "Speakers and Speech in Arjeplog" telling us, among other things, how Swedish speakers arrived to the area in the 17th century to work with mining, an occupation that ended in a couple of decades. Some hundred years later there were only eight swedish farms in this vast area, but in the late 18th century the mining at Nasafjäll started again, and a more substantial immigration of Swedish speakers started.<br />
<br />
Sjaggo told us that there are records even from the beginning of the 19th century that the Swedish spoken in Arjeplog bore influence from the Saami language. The Swedish Arjeplog dialect has traces also from Ångermanland and Umeå dialects, which is not surprising, Sjaggo reported, since the early Swedish settlers in Arjeplog came from these areas.<br />
<br />
<a href="http://www.skandinavistik.uni-freiburg.de/institut/mitarbeiter/riessler">Michael Rießler</a> presented in more detail how the Saami language has influenced the Swedish Arjeplog dialect, most of all in the sound system. And last but not least <a href="http://www.sofi.se/servlet/GetDoc?meta_id=1533">Anna Westerberg</a> from the Institute of Language and Folklore presented Arjeplog, Pite and Skellefte Swedish dialects in more detail, showing – among other things – how different dialectal traits spread in the river valleys. Westerberg also gave us a quick "survival guide" to prepare for the meeting with Pite and Skellefte dialects, for instance their interesting vowel sounds, including the old diphthongs.<br />

Joshua Wilbur, Kristina Kotcheva Rießler and Michael Rießler started the seminar with a presentation of documentary lingustics.<br />
<br />
Wilbur cited Himmelmann 2006, and said that what we create when we document a language is in fact a "multi purpose record of a language". The outcome of your research may serve not only linguistic purposes. A lot of the material that you gather is more or less linguistic, but metadata and – for instance – the actual content of the recordings might very well be used for other types of research, but also by the languages speakers themselves – depending on whether the data may be accessed by the public or not.<br />
<br />
Letting the speakers of an endangered language get access to the data collected can be considered one way to give something back a speech community that has helped you with your research. (There are of course legal and ethical considerations that you need to take into consideration, when you decide who gets access to the data collected, but if it is possible.).<br />
<br />
Some challenges with documenting a language were addressed. One of these is how we get this multi purpose documentation of spoken language to be <i>long lasting</i>. We do need to take into consideration that our data must be in a format that may be read, also in the future, when the formats that we work with today may have become outdated. Also, it is important to use formats that may be easily shared.<br />
<br />
Quoting Michael Rießler: "If it's not accessible, it's not really <i>archived</i>. It's just stored."<br />
<br />
In the middle of the day Øystein Vangsnes (and to some extent me) presented and problematised the work that lies behind the <a href="http://www.tekstlab.uio.no/nota/scandiasyn/index.html">Nordic Dialect Corpus and Database</a>, and the entire group discussed methodology in collecting linguistic data, in particular how to go aboout when doing huge questionnaires with new informants.<br />

The last part of the afternoon was used to practice using <a href="http://tla.mpi.nl/tools/tla-tools/elan/">ELAN</a>, a tool for annotation of recordings.<br />

The conference is directed at academics from various disciplines as well as translators and students who are interested in the translation of dialects in multimedia contexts. The conference will concentrate on a complex, interdisciplinary subject area involving linguistics, communication studies, film studies and translation studies as well as other areas of cultural studies, sociology and other disciplines. The main topics to be covered at the conference include dubbing, subtitling films in dialect and linguistic varieties; theatre translation; cultural transfer processes in the characteristics of dialects; archaisms, regionalisms, varieties in the continuum between dialect and standard language; diglossia (national language and regional or local language; “official” and “non official” language); the use of new technologies in the translation of dialect.
To these areas the Host Committee welcomes proposals for 20-minute papers.<br />

On Wednesday evening some of us went on a guided tour, which turned out to be like nothing we had ever experienced. It was a nice, light evening and we were looking forward to a good walk along the beautiful beach of Gottskär. The tour started by them pulling out some enlarged photographs of the area as it used to be 50-100 years ago. They placed themselves on a line each with a photograph so that we could study them carefully. One of the photos pictured a young women in a white dress and straw hat, and one of the elderly women wore a similar attire, a fact which they all pointed out to us repeatedly and excitedly.</div>

This guided tour turned out to be a real multimedia event when one of our guides pointed to an artistic relief sculpture of a local poet, A.U.Bååt,, then asked us to turn our faces to the sea and read aloud a poetic tribute to the sea, the ducks and the summer breeze. The photos went back into the trolley and we continued for a 100 meters, this time ending up at the destination, where we were told about the Danish history of this part of Sweden, and were served cider and sweets.</div>

It was an unusual kind of a guided tour. The fact that it cost us nothing, that the guides served us refreshments, and that they kept photographing us, made us feel much more like their long-lost relatives than like a group of dialectologists at a conference. All the guides showed a strong love for their homeplace, which was indeed extremely beautiful. We can warmly recommend this tour to others who are looking for an experience out of the ordinary.</div>

Since the introduction of lexicostatistics in the 1950s, researchers have been investigating methods for the grouping of languages and dialects. The input for these methods are relevant abstractions of linguistic data (most often based on fixed lists of senses, e.g., the Swadesh lists).
<br />
<br />
The abstractions are traditionally character-based (as in work by Swadesh, Dyen, Ringe, Warnow, Gray and many others), which can be said to define distances on the level of languages. In these approaches, a particular item either is or is not present in a language.
<br />
<br />
More recently, drawing on advances in computer software and hardware, methods aiming at measuring and aggregating distances among individual linguistic items have been explored (as in work by Kessler, Wichmann, Nerbonne, Kondrak, McMahon and others). In these approaches, individual items are (dis)similar to some quantifiable degree between two languages.
<br />
<br />
A number of such methods for measuring linguistic differences have been proposed in the literature, but so far, researchers have mostly explored individual methods. Some authors have made explicit comparisons among some of the methods (e.g., Kessler, Kondrak, Nerbonne), but this aspect is still largely unexplored.
<br />
<br />
There is also a need to contrast the more recent automatic methods with a more traditional historical- comparative methodology (e.g. as recently surveyed and critiqued by Campbell and Poser), which generally draws on a broader range of linguistic phenomena than have so far been used with the automatic approaches, including semantic and grammatical characteristics.

<br />
This two-day workshop, arranged by the Swedish Languagde Bank, University of Uppsala and University of Leipzig, is intended as a forum to discuss these issues in more depth.

The third day of the meeting started off with invited speaker Leoni Cornips from Meertens Institute/Royal Netherlands Academy of Arts and Sciences. Her talk "DO-support (?) in Dutch standard and non-standard adult and child speech" addressed DO-support as a dummy auxiliary and other uses of DO in Dutch. Cornips pointed out that research on the phenomena has oftentimes been simplified because linguists have ignored non-standard uses of aux+inf in adult standard Dutch and cases in which aux+inf structures in child languages and regional varieties of Dutch cannot be analyzed as having a dummy auxiliary DO.

Next up were talks from Janne Bondi Johannesson and Piotr Garbacz - on the preproprial article in Norwegian, Swedish and Danish - and Tanya Karoli Christensen and Torben Juel Jensen - on the word order in Danish subordinate clauses, and on problems that can arise when categorical theories meet actual language use data. Ásta Svavarsdóttirs talk followed, the subject of which was methodology and using more than one method in the study of a single linguistic feature, the Icelandic "dative-sickness" serving as a demonstration case.

After a lunch break, Pål Kristian Eriksen spoke about rich tense systems (Norwegian) and poor tense systems (Russian), and gave a formal analysis of the Russian tense system in the light of the Norwegian one, based on pragmatic notions such as topic and focus. Björn Lundqvist, the last speaker of the day, gave a talk on get-passives titled "Where Voice meets Modality: The Agentive Get-Passive as a modal construction".

This was followed by a presentation of project reports, and then the schedule said "Afternoon activities", which meant many things. For some, it meant playing miniature golf, for some partaking in a "walking"-tour on Gottskär and its history. For others the afternoon involved driving to Landvetter airport and then hiding from the rain with a crossword puzzle. The night ended with dinner and much singing for all.

First of these was invited speaker Sally Boyd’s talk on the language practices of young people in multilingual urban settings in Sweden, followed by Jenny Nilsson, talking about dialect contact in West Sweden (i.e. the regions Bohuslän and Västergötland), and Therese Leinonen on Finland-Swedish dialect leveling and regionalization in the Åboland area on the coast of Finland. </span></div>

<span lang="EN-US" style="font-family: inherit;">After lunch the topic matter turned towards syntax, with Margrét Guðmundsdóttir giving a talk on the phonology and syntax of Icelandic, Jeffrey Parrot on case allomorphy in pronouns in Danish and Swedish, Kristin Eide on whether medieval Nordic immigration to England lead to a change in the tense and finiteness system of English, and finally Elisabeth Engdahl on methodological and theoretical issues connected to certain dependent constructions in the Nordic syntactic judgment database.<o:p></o:p></span></div>

The N'CLAV Grand Meeting in Gottskär outside Göteborg is now in process. Some 35 members of the network gathered by and by during the Monday afternoon and Gottskär greeted us all with an extremely beautiful summer evening, which we chose to leave to take part in the two initial talks of this second grand meeting of the N'CLAV Network.<br />
<br />
In the first of these talks, Janne Bondi Johannessen and Signe Laake of the University of Oslo challenged a common opinion that Norwegian spoken in the USA, <i>American Norwegian</i>, is "old-fashioned". They showed from a comparison of their material of spoken American Norwegian and corpora of contemporary Norwegian that there is some ground to this statement. The vocabulary in American Norwegian is indeed more like the dialect spoken by the generation of the parents of the immigrants than contemporary Norwegian, but when it comes to grammar, there is not so much difference.

After this, the first of four invited speakers, Anders Eriksson presented the work with the project Swedia 2000 – a Swedish dialect database. Methods, results and organisation of the work was discussed. There is already a small public database at <a href="http://swedia.ling.gu.se/">http://swedia.ling.gu.se</a> with dialect data presented as transcriptions of spoken dialectal Swedish, translations to standard Swedish and sound files. This public database is a sample of the much larger research database of the project, consisting of recordings of more than 1300 speakers representing 107 Swedish dialects that will be launched soon. The recordings in the database are of two kinds, one controlled part where all speakers produce the same words for instance, and one part with spontaneous speech.

<br />
One of the methodological concerns that Anders Eriksson mentioned was the difficulty to ensure consistency when so many different people work with the transcription. One of the tools that the transcribers made use of, Eriksson told us, was a reference tool for the phonetic transcriptions, where they could listen to samples of for instance a vowel sound and compare with the dialect sample they were currently transcribing.

The Icelandic Research Fund now offers four different kinds of post doc fellowships (so-called START grants). The number of fellowships on offer this year is much higher than in recent years. The different kinds of fellowships are: <br />
<br />
<ol><li>Classical post doc fellowships ("fellowships without mobility"). It is not necessary to have a PhD degree to apply for this type of post doc grant (though it is necessary to have successfully defended a thesis before the grant period starts, i.e. before the end of the year). <br />
<li>Outgoing fellowships for those who have mostly trained in Iceland to undertake research outside Iceland (with a requirement for a return period in Iceland). <br />
<li>Incoming fellowships for those intending to conduct research in Iceland. It is necessary to have been living for 2 out of the last 3 years outside Iceland. <br />
<li>Reintegration fellowships for nationals of EU member states or associated countries, who have been living for at least 2 out of the last 3 years in another country, to conduct research in Iceland. <br />
</ol>
The PhD degree of the applicant must not be older than 5 years (i.e. not from before 15. June 2006). For fellowships 2-4 it is necessary to have a PhD degree at the time of the application deadline but for fellowship 1 this is not a requirement.
Application deadline is 15 June. I encourage you to make your colleges abroad aware of these grants. It would be very valuable for the School of Humanities to get Post Doc fellows who have education and experience from other universities.

The workshop is organized by the CORDIAL team (research group Dialectology and Diachrony at Centre of Linguistics of the University of Lisbon - CLUL) as part of the International Symposium on Limits and Areas in Dialectology. <br />

The prolific development of dialect syntax over the last two decades widened up the space for dialectology and linguistic theory to meet. The rise and expansion of several national projects and transnational networks on this research domain led to the systematic study of syntactic properties of dialects, which brought to light a sharper awareness of syntactic variation and of its areal extent. <br />
<br />
While the theoretical impact of dialect syntax continues to renew the debate about the grammatical locus for variation, this workshop calls for contributions addressing the spatial dimension of so-called syntactic variation. The main objective is to provide a forum for researchers to present results from recent projects and discuss issues and challenges pertaining to the geolinguistic import of dialect syntax, together with its theoretical, empirical and methodological implications. <br />
